A strange question that I do not know the answer to.

In yesterday's 10th race at mth, the 7 (De Do Run Run) raced under a MCL20k condition restricted to acc/reg NJ-breds, but the 7 was listed in the program as a WV-bred and had raced in statebred races @ CT. How was this horse able to get in the race?

Defrere is a Jersey sire, this horse is not elgible for the enhancement portion of the purse but may run in NJ bred races.

The NJRC is letting horses who were sired in NJ run in these races. There is no more "enhancement" monies it has run out. They can run for the entire purse.
