New York OTBs incensed over 'poaching' of state bettors

"“People really like the NYRA racing signal and NYRA wants to maximize the amount of revenue they can get from simulcasting,” Hogan said. Increased simulcast income will reduce NYRA‘s need for taxpayer subsidies, he said.

But the OTB groups say the new policy is unfair because out-of-state ADW groups are not subject to the same licensing regulations and fees as New York OTBs. The New York OTBs say that non-New York entities are being allowed to reap the benefit of New York wagering without shouldering the state’s regulatory burdens.

Also, many in-state residents are now using groups such as Youbet.com and Twinspires.com instead of New York OTBs, which is taking money away from breeders’ programs, purses and local government, it says, because New York OTBs are mandated to share a portion of their income with each of these sources, while out-of-state groups are not.

He countered the complaints of the state's OTBs by saying that New York OTBs take wagers from non-New York customers without paying fees to other states. Hogan said that NYRA should be allowed to do what it wants with its signal and that NYRA, the state's OTBs, and other wagering entities should work more closely together."
