I'm seeing 8... and there were still 9 when the super was cancelled.

I believe NY State won't allow Supers in races with entries.

Yep, that's it LG. I was only thinking of the 8 entries post scratch but it does also require no coupled entries. Probably set it as a super early, then realized the error and pulled it.
