I hear that some people who own ADWs or OTBs can use the "rebate" they get from that as leverage for big show bets in short fields, if the heavy favorite LOSES, because there is no minus pool then and they get the 14 percent back, plus the boxcars on the others, where they break even if the favorite wins, etc.
I notice a lot of these horses running out lately and this may be why. Maybe they're flipping the script.
