PHA 8th - odd results

The chart at Brisnet shows a deadheat between the 2 and 1A FOR LAST!. Is it just me, or is it a bit unusual to declare a dead heat for a finish with no purse money involved?

I see dead heats beyond place 5 quite a bit. Not sure that I've seen one for last, though.

Guess I might be jumping to the conclusion that a photo was involved. (I'm picturing the placing judges studying a photo with a magnifying glass) Possibly the chart caller just called it the way he saw it?
