mystery file format

I found a bunch of files laying around in this format:
BEL10301.TXT - race info
BEL10302.TXT - entries
BEL10303.TXT - PP's
BEL1030R.TXT - entry results
BEL1030T.TXT - race result
BEL1030X.TXT - exotic bets

I can make out some of the fields of each file, but unfortunately don't have the original reference. Does this look familiar to anyone and do you know where I can find formal specs?

To be more precise I found them in a backup I had made several years ago.

These are Charlie Judge's TrackJudge comma delimited files. We post these on his download site. He may have a spec on his website.
