I had heard this was coming, and is it just me, or does this smell of him not being able to get a license in California, so he went to New Mexico? Methinks so!:)

As for the other, it's likely that Valenzuela wanted to get back into the rhythm for a while before returning to California and also show the CHRB that he could still ride, while generally conducting himself in an appropriate manner.
