Could someone please explain the following statement from the above link?

"The other North American licensed offshore rebate shop is Racing and Gaming Services"

Has anyone ever attempted to open a RGS account online? Or over the phone? You could have tons of money but unless one was introduced by an agent your e-mail went unanswered and your phone calls not returned.RGS, unlike IRG, was always careful about who NOT to let in. Why is RGS offshore when their agents, customers, and owners are all US residents with most living and playing in Vegas? Had they not had their office in St. Kiits and were an exclusive US based company then RGS would have to comply with all Federal and State Laws. Which means monitoring and filing CTR's on currency transactions, not opening accounts with large bags of cash, complying with State laws concerning residency suitability for its customers, not giving rebates in cash, etc.

About a year ago I called from Nevada and was flatly denied and told they do not accept Nevada residents.

RGS would have opened an account if you went through their agents. They have plenty of Nevada residents but at least through an agent they knew you weren't 'government' .
