There are many occupations in which independent workers set up associations for their benefit: real estate agents, certain sports and entertainment figures.
I think the problem is not that they are independent workers, but that they and also the industry try to classify them both ways to try to get an advantage.
Jockeys try to act like they are employees when convenient and independent when convenient; They have to go forward as a loose independent association and not try to set wages or other regulations on their employers. I thinik they also need to establish some kind of seniority ladder to push higher pay.
