My daughter and her family are transferring to Rome for 3 years and want to hook up with one of the internet phone systems, preferably with video. They're two-blocked right now and asked if I'd figure everything out.

I said yes...can someone tell me where to start??? :D

Start by encouraging the lot of them to spend as much time in Florence as possible.

Vonage has what they call V-access: http://www.vonage.com/help.php?keyword=V-Access

Skype is computer to computer and/or computer to phone and the voice quality is exemplar. Video quality is top-notch and lb for lb I would highly recomend Skype as the way for you to communicate.

Keep in mind, using Skype the caller can call any regular phone though through Skype you can't receive a call from a regular phone. Thusly, if you're at your computer you can call them at will via Skype as they can call you either to your Skype or your phone. If you're at Uncle Vinnies house you can't reach them via Skype by calling on a standard phone.
