The whip should be only present for "steering" in possibly dangerous situations.
Dettori beating an animal like that deserves the suspension and more.
I'd like to see more of those types of suspensions in North American Racing.

Since he admitted intentional overujse, the only question I have is would he get the same punishment if he beat the favorite as much? Or did he PO a lot of bettors?

I think that its a good rule. The whip should be used as a tool not a crutch, I once counted a jock hit a horse 17 times from right around the 1/8 pole to the wire and the horse was already running his guts out for him.

The only problem I see with it is that it can be a very subjective thing. Steward A might think one thing and steward B might think another. Its not like most of the black and white racing rules in place in North America already. And even then they get it wrong every once in awhile.
