Racist White Politician

There is this White politician that has just created a policy that bans alcohol for people of color. He also has a policy that links a parent's welfare payments to their child's school attendance.

In any geographic area the White Fathers consider savages too uncivilized to handle booze.
Penalties will not be as harsh for anyone convicted of using white powdered booze (or was that cocaine?).
