It's not as though there's some kind of harness boom. Sooner or later the owners of these facilities are gonna get sick of pouring their slot machine profits into the sinkhole that is harness racing.

Technically, the tracks have no choice in the matter. VLT's are a condition of the requirement for race dates.

Unfortuantely when the tracks start playing games (such as the B-Tracks in Ontario) enforcement and the willingness of the gaming commisions to withdraw the VLT's has been less than compelling.

BTW, this subsidation is not exclusive to Standardbreds. There are some T-Bred jurisdictions that have VLT's as well ;)
