Most of the horse racing industry (AKA tracks) were and are in support of the ban. That is what drove the bill and what makes a repeal unlikely at this stage of the game. They think that by just banning the off shore bets that they will return to the track.

The tracks were only part of it. The NFL was a big part of it, and they are far more powerful than the NTRA.

I believe the only reason it passed was because it was attached at the last minute to a port security bill and most of those in Congress weren't even aware of it. The port bill was a slam dunk; no way were they not going to sign that. The anti-offshore bill had gone before Congress a number of times previously on its own and was shot down every time.

This is exactly what happened. It was added onto the Port Bill in the 11th hour (literally it was like 9pm on the last night of the 2006 session). It had been shot down numerous times but the f'ing right wing snake Bill Frist pulled the typical scumbag polititian move and snuck it into a Bill that was guaranteed to pass with hardly anyone noticing (other than gamblers).
