Racing program question

Hello all. Newbie here with a question about info on the program. I have posted a pic and was wondering what the info circled was for? I'm pretty sure for thorobred racing this is where it tells you how many horses were in that particular race. However for Trotters I am unsure what this number means. Thanks in advance. By the way this was taken from a simulcast program for the track Dover Downs.

"28-2" on the top line means the temperature that night was 28 degrees (Fahrenheit) and the track was off an estimated two seconds.
