How can I find out or determine the difference between the total distance run and the "official" distance of the race? That is, the distance from the starting gate to the point from which the race is timed? Is there a source of such information for each track?

Some guys will come along and chime in, but you could also use the search feature for "run up". Its been talked about, dissected and debated at length here over the years. There are some long threads on it.

I know in the past I've seen the DRF publish the tracks run up. But I have not seen that in some time.
