No fulcrum?

If you are using Micheal Pizzola's Handicapping Magic theory while making PBR's, What are you supposed to do when you can not find a fulcrum pace?

I have my book in storage and I cannot go to pull it out at the moment.

You look at all the horses last races and then you select a reasonable 2nd call time to use as the fulcrum pace.

Note also that in races without a fulcrum horse, you should tend to lean toward the PBS rating rather than the PPF, all else being equal.
