Other than the fact the stewards didn't want to sacrifice the churn, is there any reason why the 2/5 shot in the 2nd race at Mountaineer didn't get taken down?

If it it would have been an out of town rider or an apprentice he would have come down.........Just more of the inconsistencies from these clowns
