I found this in the Chinese newspaper People's Daily-

"NATO, Afghanistan ink partnership agreement



NATO Secretary General Jaap de Hoop Scheffer and Afghan President Hamid Karzai signed an agreement of partnership on Wednesday in Kabul, aimed at boosting bilateral relations.

After the signing ceremony at the Presidential Palace, Karzai hailed the agreement as a milestone towards strengthening security in his war-ravaged country and boosting relations with the world.

"This agreement is a significant step towards further stability in Afghanistan and would enhance its relations with the international community," he said.

Meanwhile, Scheffer repeated the alliance's firm commitment to this post-Taliban country.

He said, "Signing the agreement is showing NATO's long-term commitment towards Afghanistan."

NATO has deployed about 21,000 troops in this Central Asian country to fight militants and facilitate reconstruction there.

Sounds like international progress- My guess is the rest of the world decided our efforts there were going to result in the Afghan people being serious about democracy.
Will we and the Iraqis get help from others down the road if we hang there long enough?
