Pletcher scratches

I've been looking at Pletcher's website at past scratches. He scratched a few that were low pots to run them a few days later in either "easier" races or for higher stakes purses. Most of them finished out of the money.
I understand him scratching to run the horse in a different race- but doesn't he like low posts or does he think having the low post is not that important?
Am I correct in assuming that with him having so many horses he can scratch more than a small trainer without the racing Secretary getting upset?? Or am I just looking for a scratch angle that is not here? Thanks!
