I am glad that someone else will be doing a review as well, as (unfortunately) mine will only be brief. It's a question of a brief review now vs. no review at all 'cos if I leave it till after the weekend I fear it won't get done!
Also, please note that I have not seen the "old" toteboard voodoo book, so this is not a comparison of the "old" and the "new."
That said, I can tell you that the book, or perhaps more correctly, booklet is clearly written, and concise. If you would like to read pages of philosophy etc. you're not going to get it. It gets straight into the 8 "possibilities" or "patterns."
To list them (to give you an idea without giving out the info.):
(1) Unchallenged favourite
(2) Challenged or Failed favourite
(3) Over powering Favourite
(4) Favourite Split
(5) Co-favourites
(6) The 3 horse box
(7) Favourite running second
(8) No play
.......Basically each section gets right into describing the pattern, ie. what it "looks" like, and tells you how to deal with it.
Determining the pattern involves observing the minute by minute odds movements with 10 minutes to post. Actually, you could probably jump in at 3 minutes to post once you got good at it, provided your web sites keep up the "old" fluctuations (which I noticed brisnet doesn't).
As you can see by the chapter headings, you are determing whether to, and how to use the favourite, and forming exotic bets (exactas and trifectas, or just exactas) around your opinions.
It is all based on the philosophy of handicapping the board, rather than the past performances.
I agree with the author - that with a bit of practise, it is not going to take too long to become an "expert" in recognising the patterns.
The author also cautions that you should paper test for a day or two at your own tracks etc. to get a feel for it, and to determine whether the method in fact, hold any merit at that particular track - which is good advice.
That's honestly about it!! There are obviously two questions you are probably asking at this point: "is it going to make me money," and "is this something I should buy and take a look at?"
The second is the easier to answer.
If you are:
(a) interested in toteboard methods (specifically, "pattern play")
(b) looking for something "different" to what you are currently up to.
(c) prepared to learn the patterns and do the actual tote watching etc.
(d) prepared to lay out $35.00 to take a look
.....then yes, this booklet might just be for you.
The first question, "will this make me money," is of course a difficult one to answer, as people seem to win (and lose) with virtually any method out there.
I would suggest that you are honestly not going to know the answer to this question unless you (a) learn the patterns and (b) handicap (and record) a couple hundred or more races at whichever tracks you play and see for yourself. One thing I can assure you of: the $35.00 isn't going to be question, the time is going to be the consideration, which will be worth a lot more than the $35.00 for the booklet.
Whether the method can work in a broader sense, well, I've learned that people win with the weirdest of methods (and on the strangest of gambling games) - enough to not write anything off right away!! Plus, I actually know someone who is currently betting a toteboard method and making money. The method is a different one however, and he's not in the US.
If I have to express one concern, it would be this (without giving the game away): the method, whilst using exotics, is invariably, "chalky." Nothing wrong with that, but if you have qualms with CONSISTENTLY (read, "always") having the 1st or 2nd fav. as your key in your exotics, you won't like it.
I think I've given it as fair a review as I can, and I hope it helps people make the decision that's right for them.

Haven't seen a post by him in quite some time. I hope everything is going okay for him, but I guess I'm going to need one more person to review my new book.
