Peculiar race.
My key is #3, played to win and place with #9 and #8.
That means 3 over 9-8 and 9-8 over 3 for exactas.
#9 has the best shot at winning, but if it does, it will be serious chalk.

It depends on the odds at post time. The strategy I follow is explicit, and, simply stated, uses a key selection. Minimum Acceptable Odds (MAO) on that selection are 2/1. If the odds on the key selection fall below 2/1. it is no longer a key selection--the second choice becomes the key selection. Good example in the 8th at Mountaineer. #1 stumbled out of the gate, but it didn't really matter; as soon as the odds on #1 fell below 2/1, #4 became the key selection, and eventually won at $8.80.

Did I just think this up for the 8th race at Mountaineer? No, it is posted on our website on the Free Samples page as recommended betting strategy. Very rigid, very procedural, with little room for interpretation or "creative wagering." It is a "generic" betting strategy that applies every bit as much to harness races and greyhound races as to thoroughbred races. If you bet entries at even money, you have to win 50% of the races to break even. We don't bet anything at less than 2/1. It means a lot of passed races, but it puts a lot of money in the pocket.

Key selection, #8, was a late scratch. That pretty well schlonked the whole race, because I just found out about it a couple of minutes ago (and way too late to change the bets. So I got a refund, and the race is essentially a no go. A really, really bad day at Mountaineer, with the exception of a smallish exacta somewhere back there. Fortunately, I think of racetracks like banks; they can hold my money for a little while, but I want it back with interest. Tomorrow is another day.

I saw something in whatever race that had the long wait after a late scratch, I think the 7th? When #1 was a late scratch. About two or three minutes before off, the exacta combos with the 8 and 9 took a serious nosedive. It was odd enough that I decided to pass the race completely. Mountaineer is a weird track at the best of times, and it might be something useful to keep in mind.
