I highlighted the GP because by the statement of Forrest White (who I have met when working with a fair music group in early 1990's he seemed like a sensible guy.
But just like the global warming movie, he assumes that the parent can make an itelligent decision- obviously he is wrong. It should fall to the operator to bar anyone whoi they feel it is a danger to, whether too young or too drunk!
(At a fair concert we saw once, Tany Tucker bragged about being so drunk she "puked" several times on the ferris wheel!)
