New equipment?

What is the "Cornel Collar" and how does it improve a horse's performance?
I heard about it on the net radio last night and it sounds like it might be moving horses up significantly. Is it listed anywhere so we know when it is used?

This Wednesday, at CD, Martin X is running a first time cornel collar, first off a claim, two works of :36, out of jail Wednesday - expecting it to wake up.
Have to check the PPs and see who it is, I guess.
