Wagering security model from RCI

The draft plan the RCI has posted on their web site is a complete and utter joke. My 6 year old son could write a better plan than that. It's painfully obvious to me they've not hired any knowledgeable consultants nor do they have any one on their staff that knows anything more about computers, systems, security issues, data bases, etc., than what they might have read about in a 20 year old magazine article.

They are totally clueless.

Directors of the North American Pari-Mutuel Regulators Association and Racing Commissioners International announced Tuesday that they had voted unanimously Nov. 30 on a memorandum "which facilitates the merging of all NAPRA jurisdictions into RCI effectively forming one, strong, united association of racing and pari-mutuel regulators."
