The article below doesn't specifically call out horse racing or gambling, but doesn't it seem that the IRS usually goes after the smaller fish after a short period of chasing whales when they find an angle? One could argue the IRS needs to be chasing the multi-millionaires that hide millions offshore but it's not out of the question that 'gamblers' using credit cards to fund offshore accounts get targeted soon.
Come to think of it, the IRS c/ retrieve personal info from paypal pretty easily as well.
I'm glad I didn't sign up for one these things.
