The Kuwait number shocks me - I thought they just paid us! You know the old joke - the Kuwait Army's Official Song is "Onward Christian Soldiers."

But, to the original point made - maybe not that we need to spend more, but we do need to spend it better. I have been saying this for ten years now - our ground forces are too small. We need to add four more divisions, plus support elements (Corps HQ, Corps Arty, Corps Support, etc .....) to our active military.
