Anyone ever seen a list compiled of various allowable medication levels by state? Be curious to see how shippers from higher level states do when shipping to lower level states.

For most states there are none, or at least they wont publish them.

New York lists WHEN you can use named medications. This means if the drugs listed are administered outside of 24, 48, 72 or 96 hours depending on the drug, the lab won't find them using their myriad of testing methods. Any drug not listed cannot be used within seven days of a race.

Science has determined how long the drug lingers in a horse's system until it metabolizes and is excreted. New York uses Cornell University which has many horses on its grounds at its equine drug testing facility that are used as test animals to further the drug testing science.
