Sacramento Harness had a deadheat in the last leg of the pick four. The pick-3's were two separate payoffs, but the pick-4 was 'blended', I guess I'd call it. Great for the backers of the odds-on fave, getting $632 instead of $300 or so, or even nothing, but why not treat the pick-3's and -4's the same way? I do know they had a guaranteed $20,000 pool and they didn't meet it. Could that have something to do with it? I don't see how.
