Are they based on raw stats like the Billboard 100 (ie most beheadings or suicide bombers recruited)? Some kind of playoff system? Or is there a ridiculously complicated poll like the BCS? And do they factor in intangibles like the blackness of your heart?

Ok, another question. When number 2 is whacked does number 3 automatically go to number 2 or is there a consensus taken, or maybe a secret vote like when they select a new pope ?

It is part of the BCS system. Sagarin ratings had this guy #3 I think instead of #2 !
