The way the article reads,

The horses have been turned over to Frankel for the "immediate future."

Sis City is staying with Frankel for the duration of the suspension with a "review of the situation thereafter."

The article also goes on to state that Saint Liam will be given back to Dutrow "mainly because Bobby has so many in that category, including the big gun."
