Offshore Derby wagering

Here's a quote from today's DRF:

"Offshore, where bookmakers frequently cap payoffs, it was a different story for
some. One bettor with an account with World Sports Exchange, located in
Antigua, posted a message on a newsgroup under the handle Pnishthm,
complaining that he had hit the Derby exacta, but that the exacta payoffs were
capped at 100-1. World Sports Exchange also caps trifecta payoffs at 300-1."

I would never have bet that exacta through an offshore bookmaker. I can see betting the straight pools offshore, but not exotics.

Yeah, that is the case with off shore accounts. There is only one I have come accross that will not limit exotic payouts:

And with some of those bets refunneled to the track by the offshore companies,I wonder how much they collected off their clients.
