Some well known trainers and the VP of Emerald are quoted in the article. They basically said that the moisture in the track is the key to the fast times because it gives the track "bounce." They also reiterated what was noted in CJ's thread regarding Longacres having several world records.

Considering that the interviewees were a VP and a trainer, I was not surprised at what they said. The "bounce" they are talking about is more resistance to impact than on a softer surface. The moisure thing applys when the track is sealed, then to a certain point.
I guess it is possible for tides to affect a track, But I have read only that there is no solid proof at Ca tracks.
To their credit they do say it depends on how the crews work the tracks.
