There it is right there on page 198.

Silvan Tomkins, a teacher of psychology at Princeton and Rutgers, who, during the depression, in the midst of his doctoral studies at Harvard work as a handicapper for a horse racing syndicate. He was so successful that he lived lavishly on Manhattan’s upper East Side.
He had a handicapping system the was based on the emotional relationship of the horses to each side of the horse.
I think he had a better idea of the syndicates relationship to greed!!
