I think you have to be Catholic.

Vatican City national citizenship is not required. I do not think there are any natural-born citizens of Vatican City unless some nuns pick up bad habits.
Nowadays you probably cannot buy your way in.

Actually, you don't even have to be a priest, let along a Cardinal. The last non priest to be Pope was Urban II, back in the 1300's, just yesterday by the standards of the Vatican. Any male "in good standing" with the church may be considered for the office, though the smart money is betting on another Cardinal.

According to an interesting article I once read, contrary to popular opinion the process consists more of various factions within the ranks of the Cardinals who make the choice trying to get some one to take the job. It makes sense if you think about it. Being a Cardinal is a relatively cushy job that actually allows one to retire with a pension and live out one's days in comfort, whereas being elevated to Pope is a life-sentence. It involves travel, adoring throngs all of whom want to be blessed. It involves press conferences, a demanding schedule, constant meetings with lots of political problems, and it is dangerous (as is documented by the assasination attempt on Jean-Paul II which he barely survived.) It involves a heavy schedule of audiences with the great and near-great. It involves one's "place in history" which can be a heavy burden since it might turn out badly. It is not a job from which one can easily quit and no one retires as Pope.
What all of this means is that it is more a process of "No you do it--No you do it."
