I've passed this photo around in a few places previously.
The photo originally published in August 10, 1949 Harness Horse magazine.

Seems such a discredit to these ladies that they were neither indentified by name in the original publication and that omission maked their identities even more difficult today.

Thus far only four have been recognized.

Whenever I try to access mi-harness.com, I am refused, with an error message saying I can't reach this server from my site.

Anyone else get this message and why does it occur?

The denial is a result of another user which has the same internet provider and IP range as you having violated the websites Term of Service.
The provider will not take any corrective action against the user (even though it's a violations of Internet Providers User Agreement) and the websites Terms of Service.

The only option the providers inaction leaves a webmaster is to deny innocents within the same IP range.

I get the same message, and its from my home computer.
