I udnerstand NBC pulled back on that Ohio projection espeically since CNN said there are 350,000 provisional votes to be counted in 10 days.

The Secretary of State said 130,000 to 150,000 provisional ballots were issued.

But aren't there rules as to when and how those provisional ballots come into play? I thought they can only come into play if the margin of victory was exceedingly narrow -- for example, 1/2% or less?

Boxcar 1/2% (of the total votes) comes into play for an AUTO_RECOUNT. Of course, the "total vote" as certified by the Sec of State in a few days would include any/all provisional and absentee votes.
I'll leave the statistical analyses to the statisticians, but, IMO, it doesn't seem possible to overtake the President's 135-140M vote lead, even with approx 170,000 ( the largest # I heard in the early AM) provisional votes.
Does anyone know if the provisional ballots figure include the absentee military ballots? I don't think so, but I'm not at all sure.
BTW, Louisiana took a major step toward the total eradication of the "good ole boy" network. Maybe in years to come we can discard that "South Joisey" mantle. To elect a Republican senator is unfathomable; to elect one on the 1st ballot is a dream.

I heard Kerry will be giving his concession speech at 1PM today.. I think this is the right thing to do to save a little face.
I certainly hope so, SO CNN can stop milking this Too Close To Call BS.
