My guess, nothing will ever change. This problem CAN be fixed (no pun intended), but there is just not the will. Instead, horse racing will go the way of dog racing and for all intents and purposes, just disappear.
Everytime I see a horse hold on to win after setting impossible fractions, I no longer think "what a special performance", but rather wonder if the horse was on the "juice". Every time I see another horse die at Santa Anita, I now wonder, was he on the "juice"? What a shame.
