Trainer Karen Headley was told that her previous 20-stall barn would be halved, on account of reportedly missing the number of individual starters she was expected to make at the recent winter/spring meet at Santa Anita. Headley said, however, that she came to a “respectable agreement” with Santa Anita, and her 20-stall allotment was later reinstated.

......of the scale, however, the overall number of trainers with fewer than 20 individual horses making at least one start per year fell by 90 between 2007 and 2016, but their share of overall earnings grew by $17 million the same period.

Please tell me these 20 stalls includes horses for Bruce and Gus Headley.

Karen's horses have made 10 starts in 2018 and 11 in 2017. Not just at SA - everywhere.

If the 20 stalls are just her horses I think Andy has revealed all we need to know about problems with racing.

Yup. Wasted stalls if they do not generate entries.

That might be way to fix the problem.
Calculate starts/stall and anyone under the average gets charged based on how much they are off.

what is there 1 horse using the 20 stalls....how is that even possible.
