Announced at today's CHRB meeting. It won't originate in California so they don't have to dick around with the TOC and their B.S.

Its funny, whenever they want to promote a new bet they always start it out with a low takeout, people say the tracks don't know the value of low takeout but they clearly do.

Teaser rates exist in lots of businesses. They do stimulate demand but they don't necessarily prove the low price point is profitable.
