Their estimates of the exchanges were off, but overall their predictions were "better than the Trump White House would have you believe".

In short, the expansion of health insurance coverage through the exchanges was a bust, and the expansion through Medicaid was the vast majority of the growth.

They should just allow anyone that doesn't meet some minimum standard for income/net worth to get on medicaid. They just have to make sure the medicaid level healthcare is below what other marginal people are buying or getting from work so there is no incentive to not work just to get on medicaid. I guess less choice is the only way to accomplish that.

maybe allow them access to the VA system.
