Those kids who aren't showing up to school aren't going to start attending class because they're going to a Catholic or charter school.Most schools have parent notification systems when their little pumpkins are playing hooky.Where were the parents?

Also holding back students is the right thing to do but it's costly.Hold back 50 kids and there's at least two teachers you have to hire.

Add a penalty to the parent's school taxes for each year held back.

What? Then that's 2 teachers they don't need at the next grade level.

Cost should have zero impact on the decision to pass or fail a student.

If you hold back 50 students you will have 50 MORE students in your building the following year.People don't stay in the same school forever, they move on eventually to a new level or graduate.That 13th year of schooling has to be paid for eventually.
If a company is employing 50 more people than the year before, your payroll goes up., it doesn't stay the same.
Maybe cost shouldn't be a factor in passing along students but school departments have budgets and that is a factor.A little concept called the real world.

That is sort of assuming that each class size remains the same, and they don't. Some smaller class sizes naturally, some students move to other schools/states, etc. Yes, real world means budgeting and teacher demand going up and down, but that's like basically anywhere. It doesn't mean that you don't do your job, which of course includes teaching the students and those who fail need to be retaught.

The good students will leave, leaving behind the riff raff that don't go to school. No pupils going to class will have no school.
