I just don't see the need in kicking the can down the road for another five years like we've been doing for 15 years. We'll need to act sooner rather than later or find ourselves in a lesser bargaining position.

China and France agreed 10 days ago to work together to get the talks restarted. They must have really felt the leverage early. :D
