Noriega's tenure is a prime example of the complications of foreign policy. He was an ally of the USA when the American government was trying to check the spread of left wing politics throughout Central America, such as El Salvador and the Sandinistas in Nicarauga. He famously gave refuge to the Shah of Iran after the Ayatollahs took over that country. But by the mid 80's his drug smuggling could no longer be ignored and George H.W.Bush ordered the invasion.23 American servicemen died in the operation before he surrendered.

We took him out alright. But not for his cocaine trafficking. He was not paying off, the right people, right here in the USA.
