Since they ask horseplayers (who are most likely the only people that read this mag) for corrections, it probably is accurate.

why do they do the morning line on 123%? inf the take out is 15.4% also does breakage make the takeout higher?

The proper way to make a morning line (not a betting line) is to divide "one" by the amount given back to the win bettors. In your example 1/.846. The breakage is added to that result and is dependent on field size. I usually will assign 3/5 to 3/4 pts. per betting interest.
So a NYRA field of 10 would have a morning line totaling 1/.86 plus 7 points or "123".
Definition of a morning line is "one experienced handicapper's opinion as to what the final win odds will be on each betting interest when the dust settles and all win wagering is totaled."
