....Go back to the original system when Congress met in the late fall after the crops had been harvested and adjourned at the end of winter to go home and do the spring planting.

Now they don't do any more, but spread it out over the whole year. I just saw that the House is scheduled to be in session for 8 days (two 4 day "work" weeks) in April.
