Fox had a guy on the phone talking to shep smith after the shooting (minutes ago), he reported more shots a moment ago, authorities tells everyone in the garage to stay down and don't move...chaos, lot of people running on camera in other parts of the airport

Why not? That's the safest place for them. They are not accessible there. If they are in luggage, no one can get to them until baggage claim, which is generally an unsecured area anyway. You don't have to go through the TSA to come in off the street to baggage.
