Certain horses aren't eligible to be claimed in the waiver race, particularly those coming off a layoff. You have to consult the rules for each track but generally a horse returning off an X day layoff is ineligible to be claimed as long as entered at or above the price it last ran before the layoff.

Some tracks allow horses off a layoff to come back and race against the same horses they raced against without being eligible to be claimed.

Example you race for a $10k tag. Then you go on the shelf for six months. You come back you can race for $10k without being eligible to be claimed.
