80% of the time says safari could not open the page because the server stopped responding----ipad going bad or Comcast issues ???--desk top works fine

Reset network settings. Make sure it is only thing reset. Will have to redo passwords.

If you haven't already done above, I'd try just turning it off and then back on.

That has resolved nearly every connection issue I've ever had with an IPad.
