Once each individual state Secretary of State certifies the election in their state the results stand.

With 1 million military votes not counted, and up to 3 million more absentee votes not counted, the Democrats will not risk having Hillary's total go from 2 million up to 1 million down, which will probably happen if all votes are counted.
